LanQin 41386363df ci(.github/workflows): 支持配置 AI 审查推理参数
- 为 AI PR 审查流程新增 `OPENAI_REASONING_EFFORT` 和 `OPENAI_REASONING_SUMMARY` 可选环境变量。
- 允许通过仓库变量调整推理强度与摘要输出。
